Real Property Taxes (Amilyar) and How to Pay them

Real Property Taxes (Amilyar) are taxes that you need to pay the government annually or quarterly if you own any property in the Philippines.

As a property owner, you usually pay at the city hall where your land, house, or unit is located. Do note that you will be penalized when you fail to pay your taxes on time. This could either be a specific amount of fee or a percentage of the tax you need to pay. When you fail to do this consecutively, your property becomes a “delinquent”. The government then takes ownership and auctions off your property at ridiculously low prices. On the other hand, there are benefits to paying early. For example in Malabon, paying the annual fee early and in full will get you a 20% discount.

A. Makati City Real Property Taxes

  1. Prepare the necessary documents. If you’ve paid your RPT before, simply bring the latest official receipt of your payment. Otherwise, you’d need to bring your property title and tax declaration number (or a transfer of tax declaration number).
  2. Proceed to Makati City Hall and head to the 2nd floor.
  3. Once there, turn right and you should see the billing section on windows 8 to 10.
  4. Possible extra steps for SMDC’s Newly Transferred Tax Declaration Number: Proceed to E.D.P Section for encoding of the transfer. This is located at the 2nd floor hallway opposite the billing and cashier section and can be found on the left side; this is also just past the stairs. Once you get the Notice of Assessment, proceed to the billing section
  5. Queue at the billing section and provide the OR. Specify whether you want to pay for quarterly or annually.
  6. Wait for Statement of Account then queue at the cashier section.
  7. Pay the necessary amount and you’re done.
  8. Keep your receipt properly

B. Malabon City Real Property Taxes

  1. Prepare the necessary documents. If you’ve paid your RPT before, simply bring the latest official receipt of your payment. Otherwise, you’d need to bring your property title and tax declaration number.
  2. Go to Malabon City Hall. Take the stairs or the elevator to the 3rd floor.
  3. Proceed to Window E (Assessor) and submit your documents. Once processed, you will get your receipt and the RPT Order of Payment.
  4. Proceed to the City Treasurer. They are located at the end of the hall and then in the room to your right. Give them the documents you received from the Assessor in exchange for a Statement of Account.
  5. Pay at the cashiers in Windows 9 and 10 outside.
  6. Keep your official receipt properly.

C. Valenzuela City Real Property Taxes

  1. Prepare the necessary documents. If you’ve paid your RPT before, simply bring the latest official receipt of your payment or a tax declaration number.
  2. Go to Bulwagang Geronimo Angeles, Valenzuela City Hall. It’s right beside Valenzuela’s People Park and Valenzuela Town  Center. Proceed to Taxpayer’s Lounge B.
  3. Go to the Payments and Land Tax section for the assessment and submit your previous receipt.
  4. Wait for your name to be called in order to get the statement of account.
  5. If you’re paying right away, ask for a number. You will then get a number depending on whether you will be paying with cash or card, and whether you’re a senior or not.
  6. Wait for your turn at the cashier.
  7. State how long you will be paying for and pay the necessary amount using cash or Visa credit card.
  8. Keep your official receipt properly.

    • Hi Albert! Opo, dalhin niyo lang po yung dating resibo at bibigyan ka nila ng kopya ng computation na dapat bayarin para sa taon.

          Di ko po sure kung makakapagbigay sila ng copy ng lumang resibo pero pwede mo naman po makuha yung bagong Statement of Account using your tax declaration number. Makikita naman po doon if may hindi kayo nabayaran before and kung magkano ang kailangan bayaran this year.

    would like to ask if the owner of the said property is already senior citizen, do they still need to pay the amilyar?

    • Hi Almira! Sadly, senior citizens who are property owners will have to pay amilyar too.

      There was a push to exempt senior citizens of this tax way back, but I think they weren’t able to pass it. =(

  • Hello. I just want to know if pwede na ba naming bayaran yung Real Property Tax lupa na binili namin kahit wala pa samin yung documents like title & deed of sale? If pwede, ano po requirements? General Trias, Cavite po yung location.

    • Hi Cherry! Hindi ako 100% sure pero bago ma-instransfer sa name niyo ung title, chinecheck usually kung may taxes pang hindi nabayad – I think real property tax is included here. Then once nai-transfer na sa inyo ung title, ung tax declaration number naman ung ililipat sa inyo. Pag-nakuha na ung bagong tax declaration number tsaka na uli ata makakapag-bayad ng RPT.

      Sorry, hindi ko rin kasi siya kabisado… 🙁

    Here’s mine. Im planning to buy a land kasi sa Tanay Rizal, untitled at wala pa itong nababayaran na amilyar eversince. And meron lang na document is Barangay Certificate. What will be my first step?

    Isa sa mga requirements for titling is to have an updated amilyar, right? As per advised, need to pay 10 years back plus the current year amilyar.
    What will be the process and documents to be submitted?
    Where to submit them? and where to pay?
    Pag nagbayad ba kami ng amilyar, can we name it under mine?

    I really need help on this. Hoping for your response.

    • Hi Tine! I’m really sorry but I’m honestly not an expert in the field… 🙂

      However, I think it’s best that you ask the people from the Land Registration Authority (LRA). There should be provincial offices which you can check here (http://lra.gov.ph/directory.html). Giving them a call first might be a good idea!

      I also found this article online https://www.philstar.com/business/science-and-environment/2013/02/28/913862/lras-5-easy-steps-land-titling. According to it, you can visit the Registry of Deeds for your land titling needs. I’m not entirely sure if this is still correct to this day though…

      Hi China! May konting pag-kakaiba ata depende sa city kung saan located ang property… Pero madalas sa unang payment ang kailangan ay Tax Declaration Number (or Declaration of Real Property) and/or Title ng Property (kahit photocopy pwede na). Pag may resibo na ng existing bayad, pwedeng yun na ang gamitin next time.

    Hi po. Mag papahelp po sana ako. Kasi po mag babayad po sana kami ng Amilyar ng Lupa namin sa Tagkawayan, Quezon. Di ko lang po alam ang process ng pag babayad. Saka po kasi ito sana ang unang pagkakatataon na mag babayad kami. Matanda na po kasi Si papa (Owner ng Lupa) kaya ako po Anak ang mag aasikaso. Ano po ba mga kakailanganin. Nasakin nman po ang Original Tittle ng Lupa. Salmat po sa Reply!

Wala namang problem kung sino yung mag-babayad ng amilyar so you should be fine… Dun naman sa kailangan na documents, usually ang kailangan pag first-time magbabayad ay yung Title and Tax Declaration. May mga pwede naman tumulong sa concerns mo pagdating sa City Hall kung saan located ang property niyo. 🙂

          Tax Declaration or the Tax Declaration Number should also work… If wala talaga, you can try bringing a photocopy of the Title. To be sure, it’s probably best you call your City Hall.

  • 2015 pa po ako hindi nakakabayad ng amilyar pero this coming december baka 1yr lang po muna mabayaran ko okay lang poba iyon tatanggapin poba ang bayad ko? thanks!

      Hi Anna! Opo, tatanggapin pa naman po kaso baka may penalties na siya. Usually, may mga amnesty program naman para hindi maging ganun ka-bigat ang bayarin. Tanong niyo nalang po sa City Hall ng property niyo. 🙂

    Under GSIS pa ung property, hindi pa xa totally bayad, bakit po naniningil na ng amilyar si Cityhall kung hindi pa naman fully paid ung property? Naguguluhan kami. Please enlighten us with this.

      Hi Belle! I’m not exactly sure how the set-up is with properties under GSIS. I think it’s best if you clarify it with them.

      But if I remember correctly, hindi ata talaga nababakante ang payment ng amilyar(?). For example when I purchased a unit under SMDC, si SMDC muna ang nag-babayad ng amilyar hangga’t di pa transferred sa akin ung property. Then when everything was ready, I had to pay them the corresponding amilyar before they gave me the documents.

  • Hi kevin, ask kulang po incase na nawala yung titulo ng lupa na hindi pa nakapangalan sa papa ko. Balak napo kasi namin ipalipat sa pangalan namin. Ano po ang dapat gawin ng mama ko. Yung original na may ari po ng titulo ng lupa, wala napo. Salamat.

      Hi Jonnabel! Nako, sorry po pero hindi rin kasi ako expert talaga tungkol dito. Siguro ang pwede niyo munang gawin ay maghanap ng document na makaka-pag-prove na sa inyo nga ang lupa. May Contract to Sell or Deed of Absolute sale pa kaya between your dad and the original owner? Baka makatulong kasi ito sa pagkuha ng bago…

    Hello po – Isa po akong OFW na katatapos lang maka fulll payments ng bahay last Oct 2018 last year sa Antipolo City.
    Papano pu ba makaka bayad ng Amilyar sa antipolo at anu po ang mga dapat kong malaman at saan po sya pwedeng babayaran ? may online payments po ba?

    • Hi Chris! Congrats sa purchase ng property mo! 🙂 Usually sa City Hall binabayaran ang property tax. If first payment niyo po, dalhin niyo po yung tax declaration (and photocopy lang rin siguro ng title just to be sure). Sa ibang cities may discount pagbabayaran ang 1 year tax before mag end ang March. Di ko lang sure kung ganun rin sa Antipolo… As for online payment, mukhang wala pa…

  • Hi po , ask ko lng po nakuha ko na po yung titulo at deed of sale ng bahay sa pag ibig pero yung sa titulo nkapangalan pa rin sa dating may ari . Pwede ko ba bayaran ang amilyar nun ng panibago na nakapangalan na sakin at yung magiging receipt nun?

    • Hi Shine! Ang alam ko kailangan bayad na muna ang amilyar bago maililipat sa pangalan mo ang titulo. Parang humihingi kasi yung government office ng tax clearance bago nila i-process ung paglipat. Ok lang na sa dating may-ari muna ipangalan ung payment sa amilyar since ang important is bayad ung property talaga…

    • Hi Caloy! You can visit the Land Tax Office (or something similar) of your city and request for a Statement of Account on your property. Hindi ko lang sigurado kung ano mga kailangan nila pero dalhin mo nalang siguro yung copy ng Land Title or kahit yung Tax Declaration Number. Kahit photocopy lang ok na, mahirap pag nawala ang original (unless hingiin nila siguro…) 🙂

  • Hi! Nakareceive kami ng email from the bank (UCPB) to submit real estate property tax receipts. First time kaming hiningan ng bank nito kaya hindi kami familiar. naka-mortgage ung property for 10 years sa kanila and this is our 8th year na magbayad pero ngayon lang kami nahingan nito. Paano po kaya ang process nito? Salamat po! 🙂
